News - Date set for Da Vinci court case

A date has been arranged for High Court action by two authors against the publishers of The Da Vinci Code, which they say infringes upon their ideas.


A trial will begin on 27 February to hear the claim that writer Dan Brown stole Michael Baigent and Richard Leigh’s idea that Jesus had a child.


They are suing Random House, claiming the bestseller lifts from their 1982 book The Holy Blood and the Holy Grail.


Lawyers for the two sides agreed on technical details without a hearing.


Mr Baigent and Mr Leigh’s non-fiction work deals with theories that Jesus and Mary Magdalene married and their blood line continues to the present day.


Film version


They say Mr Brown’s book, which explores similar ideas, constitutes “theft of intellectual property”.


Random House, which recently reissued The Holy Blood and the Holy Grail through its Century division, denies the allegation.


The publisher said a “” part of the claim by Mr Baigent and Mr Leigh had been dropped as a result of .


It added in a statement: “Random House is delighted with this result, which its long-held contention that this is a claim without merit.”


In August, Mr Brown won a court ruling against another writer, Lewis Perdue, who claimed The Da Vinci Code copied elements of two of his novels, Daughter of God and The Da Vinci Legacy.


Mr Perdue had sought $150m (84m) in damages and asked the court to block distribution of the book and the movie adaptation, currently in production.


The Da Vinci Code won best book at this year’s British Book Awards.


Mr Baigent and Mr Leigh wrote their book with a third author, Henry Lincoln, who is not taking part in the claim due to ill-health.

News - Council tax ‘rises for migrants’

Sharp council tax rises may be needed in the next few years to fund housing and education for immigrant families, says the Local Government Association.


The LGA, which represents local authorities in England and Wales, says rises of 6% on top of increases may be needed in some places.


It says councils do not get enough cash to fund the services because official figures under estimate migrant levels.


But ministers say funding is fair and based on the best figures available.


The claims follow Home Secretary John Reid’s call for a migration advisory committee to recommend an “optimum” level of immigration.


He is expected to flesh out his ideas in a speech on Wednesday.


‘Invisible population’


LGA chairman Sandy Bruce-Lockhart says 25 councils claim inaccurate migration figures mean they do not have enough funding.


He is asking Mr Reid if he has requested more accurate immigration figures to be compiled and, if so, when they will become available.


Figures on migration to the UK are provided to the Home Office by the Office for National Statistics.

But the decision on how much money to allocate each local authority to pay for services to immigrant families, based on these figures, is taken by the Department for Communities and Local Government (DCLG).


In a letter to Mr Reid, Lord Bruce-Lockhart says: “Working migrants have become an invisible population whose children need school places, who need to be housed appropriately and in some cases need social services. Official statistics have failed to reflect this.


“Unless accurate, up-to-date figures on migration are produced so that the proper funding to councils can be reflected, this could pose severe problems in the future as services get cut, or council tax has to rise disproportionately for growing migrant population.”


Slough troubles


Lord Bruce-Lockhart cited the example of Slough, Berkshire, where officials figures put the number of immigrants far lower than the number the local authority believes has settled in the area.


Council chiefs in Slough say a 6% council tax surcharge could be needed over the next five years.


Official estimates say 1,500 immigrants settled in Slough in 2004 - a net increase of only 260 for the town’s population.


But there were 9,000 new National Insurance registrations in the town in the 18 months up to last October - only 150 of which were for British nationals.


It is unclear how many of those newly registered people are still in the area and the Department of Work and Pensions says some may have lived elsewhere and just registered in the town.


Fairness efforts


The Home Office said it did not comment on private correspondence.


But a DCLG spokeswoman said: “We are working with the best figures we have got to make sure the grants that are given to local authorities are fair and based on the best possible data.”


The Statistics Commission watchdog warned early last year that figures on international migration needed to “improve markedly”, a view shared by many experts.


John Salt, from University College, London, who advises the Home Office on migration, said the current figures were only a sample.


“The reality is that we don’t really have a satisfactory measurement of the number of people that are coming to live in the UK,” he told BBC News.


‘Running services’


Habib Rahman of the Joint Council for the Welfare of Immigrants said the LGA was right to demand transparency.


“A good place to start in establishing this transparency would be a regularisation scheme which would tell us in which and which sectors the UK’s half a million irregular population [illegal immigrants] is living and working,” he said.


Mr Rahman said it should be recognised that migrants made many local services possible by working for local councils.


In his letter, Lord Bruce-Lockhart also asked Mr Reid to indicate what the government’s policy would be towards Romania and Bulgaria, which are due to join the EU next year.


He said Britain was one of only three existing EU countries to allow unlimited immigration from the last wave of countries to join the union, including Poland and the Czech Republic.

Seven months after he took over as India coach, Greg Chappell was asked how difficult his job was.

“It’s the most challenging job in cricket - but if it was easy I wouldn’t have been as keen to take it on,” he responded without hesitation.

This was not a man who had become weighed down by the baggage that accompanies arguably the most pressurised off-field role in the sport.

Far from it.

Ahead of their series with Pakistan, the former Australia captain has enjoyed a successful start to his reign and won the battles against bureacracy and hysteria that many of his predecessors fell victim to.

One of those, New Zealander John Wright, introduced a new and work ethic to a spoiled, but gifted, group of individuals.

But as good a coach as Wright was, there was little doubt that captain Sourav Ganguly called the shots and disciplined the players.

One of Chappell’s first jobs was making clear to India’s most successful ever skipper who the boss was.

Ganguly was clinging on to his place despite an abject run of form for two years but refused to step down.

When an e-mail from Chappell questioning Ganguly’s mental and physical ability to lead was leaked, the game already looked up for the new coach.

His hand was strengthened, though, by changes at the top of the Board of Control for Cricket in India and a purge of selectors.

With Rahul Dravid now installed as captain, the furore over Ganguly has continued.

But Chappell is seizing the opportunity to suggest reforms to an outdated structure in which regional influences dictate selection.

“The message coming through loud and clear is they are going to be more focused on cricket issues,” he said in a recent interview with the BBC’s World Service.

“A lot of cricket issues have not been dealt with in the detail they should if India wants to be a strong playing nation consistently over the next 20 years.

“There are some decisions and changes to the system that urgently need to be made.”

On the field, the former South Australia coach has been quick to implement his ideas in the face of criticism from the media and former India players.

A key factor in his blueprint for success is developing a large pool of talent and giving more players increased .

In the November one-day series at home to Sri Lanka, players were rested, new caps were handed out and the batting order changed regularly to expose players to situations.

The results backed him up: Sri Lanka were thumped 5-1 and the likes of Venugopal Rao, Suresh Raina, Shanathakumaran Sreesanth and Rudra Pratap Singh seamlessly introduced.

One of the main beneficiaries of that experimentation has been pace spearhead Irfan Pathan, whose batting has improved so much he is being talked about in India as an all-rounder.

Even the notoriously difficult Harbhajan Singh and the frustratingly inconsistent Yuvraj Singh - both considered Ganguly men - have responded to Chappell’s coaxing.

Despite the improvements under Chappell - the team has risen to second in the ICC Test rankings and won 11 of the last 15 one-dayers - the media have not been entirely convinced.

The intense scrutiny of his every move has come as a shock to Chappell but he is coming to terms with it.

“The demands and expectations of a billion-odd people puts some extra pressures on you and the media reflects that emotion,” he said.

“There are times when things that we would consider to be fairly mild happen but all of a sudden you see something in the press that makes you think you’ve missed something.”

“But you can only concentrate on things you can control and the rest you have to let go. A lot of that you have to ignore and get on with the job.

“I have a strong vision to make Indian cricket competitive and one of the best teams in the world.

“If it works I’ll be successful; if it doesn’t they’ll get someone else.”
